Is it typical for the French to eat and talk with their mouths full of food?
Watching Blue is the Warmest Color and in every scene where eating is involved, their mouths are wide open with food falling out. Is it just the movie or is this normal for them

No it's not normal. Children sometimes do this but are often told off by their parents for it. It's part of the process of learning. By the time they reach adolescence, they don't do this anymore.
An adult who does this would be considered rude or uneducated.
Between friends, in a very informal context, it can be ok for some to do this to say one or two words quickly and if you don't open your mouth too much.
It's certainly not ok at all to have your mouth wide open when eating and it's even less ok to have food falling from it.

No, but the French love to eat very long meals so it is a send-up of their habits.
