Ozzy is only as good as the musicians that back him; he doesn't write his own music and isn't a particularly talented singer, he just has a very recognizable tone of voice.
Every member of Judas Priest is a talented musician, with Rob Halford being one of the most iconic voices in metal. And while Black Sabbath (thanks much more to Tony and Geezer) was a hugely important band in metal by being the first proper band of the genre, Judas Priest did far more innovating in the genre; most of the elements that have since become staples in metal music were first done by Judas Priest in the 70's.
Unfortunately, Judas Priest doesn't get that recognition that they so deserve, because they had a handful of completely out-of-character radio hits during the 80's, and a lot of people being first introduced to them only know them for those few simple songs like Breaking the Law...
