This means the only way you can pay is with your PayPal account. If you buy an item but don't pay for it within 5 days of winning the auction, the seller is going to open a case against you with ebay, which may limit your ability to make purchases or bid in auctions if they find you're a non-payer.
I can only assume this seller has been burned, selling items and the winner of the auction never paying, so s/he has to sell it all over again.
