Why can't I stream 720p Youtube videos?
But I can have two people watching different Netflix movies at 1080p while I play Planetside 2 on PC and my PS4 is downloading system updates and no one has any trouble

I don't know, but it might be that YouTube use a higher bit-rate for their 720p videos?
The resolution of the video (720p vs 1080p) is only one aspect of the quality of the video. A 1080p video can look terrible if it has low bit-rate. It's the bit-rate that determines how much bandwidth are needed.
However, it shouldn't be that much a difference. How does streaming YouTube work on your PS4 or another device?
