Is there a way to contact a google support team and not just chance it with forums?
I have an e-mail thru google, although it's not an official g-mail account. I can send e-mails just fine but I can Not receive them. All I want to find out is if there is something I need to do to get my account fully functioning, or am I going to have to start completely over.
No the "Google Support" number does not work.

No, there's not. Consumer accounts only receive support via the forums and through email. I'm not quite sure what you mean when you say "It's not an official g-mail account". Any email service from Google is a Gmail account.
Maybe you signed up with Google with a pre-existing email address but never actually signed up for Gmail? That'd be my only logical explanation given the limited information you've provided.
