Can anyone tell me why I should get a violation for asking someone the context in which they heard a phrase they didn't understand?

Anyone above Level 2 can 'report' an answer, whether or not it is in fact hostile or wrong.

Yahoo does nothing to verify it is in fact a wrong, misleading, or otherwise 'bad' answer, and going thru an 'appeal' will almost never re-instate an answer unless you have a business account with Yahoo.

Don't waste your time with that appeal process: forget it and move on...

To expand that, someone asked what it meant to "open a tab". I asked whether they'd seen this on their computer, or in a bar or restaurant. I received a "violation", appealed, and was told it was indeed a violation. Can anyone explain why, please?
