No. what i meant was those whites are touching and playing with they eyes while speaking with their smaller eyed fellow human beings. Couldn't form that question with fewer words.

Well, in europe it's a sign of respect to have eye contact when speaking to one anther, in most asian countries it is the ooposite. In asia it's disrespectful to stare directly in each others eyes for too long a period while conversing. So what you see as disrespect in europe is a sign of respect- when you are talking and they look you in the eyes- it means you have their attention and they are listening. That's all there is. Unless they are saying something rude- while doing so. Eye-contact is not a bad sign. In fact, if YOU do not look them in the eyes while speaking or while being spoken to- it may be taken (in europe and other western countries) as being disrespectful. Lack of eye contact while conversing makes a european person feel you have something to hide, when you don't.
It's just a cultural misunderstanding.

Don't type crap, they are millions of East Asians living there and they converse with White people and they did not touch their eyes when talking to East Asian people

They have different cultures. It's NORMAL for Europeans to look at each others eyes. That's what they do to each other. Many Americans don't.
