Something is strange with my cat's fur?

About 6 months ago I bought a 6 year old black and white male cat for $40 from a young man in my building who wasn't taking proper care of him.. The cat was very skittish and I have a feeling the guy probably abused him. He seemed more interested in drugs than taking care of his pet. The cat has improved considerably, but about a month ago I noticed something strange about his fur. It's growing in thick clumps on his back. At first I thought the cat had rolled in something sticky and attempted to wash him off with a warm wet towel. It didn't help. I attempted to cut off the fur with hair clippers but the fur is so thick the clippers just made a high whinning sound and wouldn't cut through it. I cut a little off with a pair of scissors and couldn't believe how thick his fur is. It's more like carpet than hair. He looks like a punk rocker cat with quills sticking up on his back. This cat has not has his nails clipped in 2 years and I've been zinged good a few times. I want to just put him in a tub of water and wash him throughly but I know he would freak out. I love this cat dearly and he has to be that way, so be it. The cat's personality has improved a lot since living with me. He's grown to trust me. Can anybody give me some information about this? Any comments would be appreciated.

Go to the vet, get his nails clipped and ask them what to do. This might be mange, but I'd need a pic to clarify, could you post one?

I have found[especially on Persians] to have them shaved once a year and bathe them once or twice a month.

Thanks for the information and advice. After reading your comment I examined B.W. again and I'm sure you're right. There is some type of material caught inside the clumps. There is a pet shop a few blocks from me so I will go there this afternoon and get one of those mat splitters.

    THANKS TO EVERYBODY WHO RESPONDED

If he is a long haired cat, his fur is getting tangled and clumping. If you can trim below the clumps, try to very carefully with some scissors. You can also take him to a vet to be groomed and have his nails trimmed. After that, you should get a brush designed for cats with long hair that clumps. Then you need to brush the cat frequently. If the cat is resistant at first, try introducing treats or food to reward the cat and make him associate the grooming with something positive.

The thick clumps are mats. Bathing a cat without first removing the mats will only make the mats worse. What happens is when the mats form, skin oils are trapped under the mats, making the coat greasy and trapping even more dirt etc in and under the mats. The best way to handle these is with a mat splitter. You can find mat splitters at pet shops and online. You may want to take the cat to a groomer and let the groomer groom and bathe the cat for you.
