fake taxis for money laundering?

i see a lot of ''taxis'' where i live

the neighborhood is not very rich

cars are always new-ish

smallish

they have signs, logos, phone numbers, all that

they LOOK legal

and may be licensed

i don;t say they are not

but all i see really driving them is mothers driving kids to school

or soccer

or whatever

the neighborhood is not rich enough for people to take real taxi rides

so my question is, is it possible the husband [or others] need cash laundered (maybe they are in underground construction or something), so they pass that cash through the taxi meters, but really it is just a family car.?
