is the nikon d3100 good for skate photography?
Okay....I am 15, this is going to be my first DSLR, I was thinking about getting a nikon d3200 with better specs, but I'd rather get a cheaper version and have money left over to buy equipment etc...... will the d3100 be able to capture very fast moving objects with no blurryness?
Moving away from that.....what shutter speed is good for skateboarding?

It should be fine. It has a CMOS type sensor, so you can crank up the ISO to a rather high value.
I would think you are going to need 1/500 at minimum and occasionally 1/1000 or higher for shutter speed. Your problem is going to be acquiring accurate focus. Auto-focus system may not be fast enough to keep fast moving subject in focus. There are technique to learn to compensate for this.

Any DSLR is good (look at Pentax and Canon as well), Sony's SLTs are a bit iffy because their electronic viewfinders have a small - but sometimes critical - lag, although their video performance is better. You'll need something appreciably longer than an 18-55mm, though, unless you want a skateboard in the teeth.
You'll have to experiment with shutter speed, but we all start by keeping it as high as possible (by the time you learn the exceptions to this rule, you should be experienced enough to deal with them).
Of course, if you're actually ON the skateboard, all bets are off - one spill will turn your DSLR into a very expensive pile of scrap. If you want to video from a skateboard, buy a GoPro.
