good DSLR for skateboarding photograpy?
So I am not getting a go pro because they're crap for what I want, I want to have clear images of a skateboard trick so the camera will need a fast shutter speed.

Actually in shots like this it's not usually a fast shutter speed that you use to freeze motion - it's flash. Using fast shutter speeds (above 1/1000 sec) lets in very little light. You would need to have the aperture wide open to compensate. This will affect your depth of field.
I use off camera flash to shoot skateboarding/BMX. The shutter speed is then ata much more reasonable 1/200 sec. The fast burst of flash (far faster than a camera shutter) is what freezes the action.
So any entry level DSLR would work along with a manual flash and trigger (flash and trigger cost around £50).

Any DSLR these days will get you at least 1/4000 shutterspeed, so rest assured any camera will be able to freeze your trick shot.
For the photography you're looking to achieve more important features to consider are continuous frame rate and a fast memory buffer, so you can continue to take shots while prior shots are being processed. Higher end DSLR's are generally better at this.
Taking your budget into consideration, I would visit dpreview.com and research dslr's with the parameters mentioned in mind.

If you want to machine gun (high speed rapid stills) then Sony is going to be king here with the SLT-A57 coming in at around the same price as the Canon Rebel t3i. If you can go a little better then the SLT-A65 has several advantages and a far nicer viewfinder.

Any dSLR will work. You want to make sure you pair it with a fast lens. Typically, an 16-35mm f/2.8 zoom should give you the flexibility to shoot medium and close distances.
On a tigh budget, I would get this refurbished camera:

and this lens:

Going new, and being able to spend a bit more, I would get this body and these 2 lenses, for a total of around $1,600:
