my water pipes outside were cracked while being worked on, who do i call, i live in a township?

Well, you can't call Ghostbusters, So I think I'd call a reliable plumber in your township.

Call the emergency number for the place you pay the water bill to. They will send someone to shut off the water if you do not have a place to shut it off. Just look up your township and the phone number and phone that number to get the emergency number for water shutoff if it is not listed. Your local fire department guys might know how to get it shut off, as well.

How about calling the people that cracked the pipes so that they can fix them?

In most cases, the water suppliers is responsible for everything up to the meter, and you are responsible for everything after the meter. If the problem is your responsibility, you call ANY plumber. If it is the water companies responsibility, you call them.
