Which model technium?
Friday I picked up a 21 speed white black an turquoise raliegh technium it has shimano shifters the bikes owner said he believed it was a 1998 or he may had said 88 but its in good condition needs a coat of paint and the tires are worn but hold air got it for 70.00
But how can I tell which model like is a 400, 460??? How do I know

You paid too much, sorry to say... those bikes had a nasty habit of frame breakage.
The idea in and of itself was pretty good... bond lugs and tubes of otherwise incompatible material together to optimize weight and ride... but it failed and the bikes were recalled.
Please DO NOT ride that bike. It could be very dangerous.
By the way, Technium is not a Trek and did not have numbered models. Technium was Raleigh and had the name decaled on the top tube. Seems the name on yours is gone.
