The camera/shutter doesn't open/launch on my ipad2.?

The camera/shutter doesn't open/launch on my ipad2. I reset few times via the on/off button and the home button; and reset via the settings. No change. Anyone else have/had this problem? Suggestions?

Update:

If I restore, won't I lose all my added data?
