Deathtouch applies to all damage. Attacking, defending and even non-combat damage.

Actually, the other guy is wrong. Deathtouch does not apply when a creature with Wither or Infect deals damage to a creature. Deathtouch is a static ability that states that any damage that this creature would deal to another creature is automatically lethal. Wither and Infect add -1/-1 counters instead of damage to the creature.
Long Story Short, as long as the creature is actually dealing damage, then the deathtouch applies.

If a creature with deathtouch hits a creature that regenerates, it'll no longer have taken injury, considering that the deathtouch would not of hit it within the first location. Regenerate manner to avoid all harm that was dealt to it, more often than not "dodging" the attacks, therefore it will stay away from deathtouch.
