Why is there no Hollywood movie about Robert Smalls?

I know someone who is working on a screenplay for a movie about him right now. (For those who don't know his exciting story, Smalls was a slave in South Carolina who rescued his family and friends by stealing a ship during the Civil War, and, after the war, became a Congressman and educator.)
