In America, the rich.
The intention of the founders was to ensure that "We The People" were the ones that our government was working on behalf of.
The Republican vision is for the rich to be free to exploit "We The People" while being free from regulation, litigation, and accountability. This is what they refer to, when they say "freedom."
America has definately gone a long way back towards the Republican vision, over the past few decades.... and away from the vision of the founders.
