Artwork copying someone else's picture to create your own vs Plagiarism laws?

At what point does someone elses work become your own I want to change a picture a rather artistic one add words to it. Its of a landscape which i want to make it a larger one.and change most of the colors to make them slightly different and Add more to the picture it is of wild animals as well in which i will be substituting my own and changing some of the characteristics of some of the originals. It could be argued that the picture must be 100% yours but it could also be argued that if you change it so much of it say 95% so they can no longer recognize it that it becomes a different work altogether making it your own. I'am just not sure about the laws

    Tracing,even in Photoshop, is plagiarism.Even if you trace it and add stuff to it or change the colors.

    It's OK to copy a similar idea though.I think if you copy someone's idea, you should start drawing it from scratch.No tracing.

    You could change the colors or size,but you can't claim it as your own.Someone else worked hard to make it.

    I've seen some people take others art and use it as the main focus when creating a collage-like profile background, but they still give credit to the original creator.
