am i just not fit to run?

I've been doing interval training and for some reason I keep getting shin splints. I stretch before and after and I rest but i still manage to hurt the next day. Right now I have a heating pad on my right leg. I'm overweight and trying to lose weight by walking and running. I can walk fast fine and not hurt so I wanted to take it up a step by walking for 5 min and running for a min and so on and so forth. I have the proper shoes so it can't be that. Any advice?

    You're body is not able to run because its not use to it. you need to build up strength in your legs and calves. Do lots of squats, lunges with weights, and toe raises with weights. Only walk until about 2 weeks of the lower leg work outs. Believe me, do 3 sets of 15 on each exercise and increase by 1 set each week. That is what I had to do before I could run without getting shin splints. You have to keep it up though otherwise youre going to get weak legs and shin splints again. Good luck.

    Its cause your body isnt used to this exercise yet,take it slow more and more everyday till you are ready.
