Yes. Believe it or not, the natives of Australia (Bushmen) are black and appear much like that; the natives of the Philippines are also black (Negritos), parts of Malaysia, Pacific island groups http://en.wikipedia.org/wiki/Pacific_Islands etc.

Although the current theory is "Out of Africa", the evidence is that people inhabited Western Europe as far back as 1 and 1/4 million years ago, more than a million years before people came "Out of Africa". Now, ask the Negritos and Bushmen where they think their ancestors came from: it is NOT Africa. Further, the oldest mtDNA discovered belongs to the Bushmen of the Kalahari Desert: they are not the so-called "True Black", but the ancestors of blacks.

So, as always, one must either trace their ancestry through records (difficult for anyone, if not outright imposssible) or count on DNA (which some claim is not reliable, so why use it to prosecute anyone?)

i imagine we might opt for extra data than a image from US mag to educate someone's ancestry ... looks are not every thing. i do be conscious of a guy who looks very Asian. He had his DNA traced, and he's a hundred% ecu. no individual ever guesses my ethnicity. They constantly guess wrong.
