This is the HIPAA law put in effect by Clinton which says that people can't be denied coverage for pre-existing conditions. The change Obamacare made was to end this exclusion period.
But democrats KEEP harping about how now, because of Obama, insurance companies can't deny coverage for pre-existing conditions.
NO, that's what HIPAA did, not Obamacare. Why the lie dems???
Do they not expect people to be able to research this stuff or what??

They aren't lying. They can refuse to insurance someone altogether if they have a pre-existing condition. So a baby born with a birth defect can be denied coverage. Or anyone with any medical probelms at all. And what are they supposed to do for the year or 18 months?
One of the things insurance companies are famous for doing is claiming someone's cancer or heart problem or whatever is pre-existing, even though there is no medical documentation. Then they hope for the person to do for lack of treatment while they fight it. And yes, that has happened a lot.
Lots of people go without coverage when they are unemployed. So they don't qualify under creditable coverage.
You are the one who is lying. Typical con.
In addition, a lot of people were hitting maximum benefits on their group or individual coverage, were denied insurance with another carrier because of the pre-existing conditions, so they had zero insurance.

Group insurance plans are different from individual insurance plans. Group plans do not exclude employees because of pre-existing conditions in accordance with the law you quoted, but if a husband does not have his wife on the policy and she gets pregnant, she cannot be added.
HIPAA only covers privacy regarding medical records. It does not set laws.
The Obama insurance reform applies to all people, whether employed or not, students, employed with no insurance, older unemployed people, legal emigrants. Everyone. And you cannot be turned down for pre-existing conditions in 2014.
Pre-existing conditions do not matter for Medicare and Medicaid

I know, let's fix the problem and get everyone insured by offering an exchange people with pre-existing conditions can buy into. But 1st, just so nobody confuses us with someone who is competent, let;s qualify it by demanding they go without any insurance for 6 months, in spite of the fact getting everyone covered was the initial goal

Perception is reality. The democrat party is a large conglomeration of a quasi-like minded voting base, and the party leadership must cater to all the varying factions of the democrat voting base or loose support from part of the base. The lies that you refer to are actually classic examples of "situational ethics" that are very necessary to keep the base together and voting in the right direction.

The health care bill eliminates the time frames stated in the HIPAA bill. More important, it eliminates lifetime caps.
