1978 puch maxi sport mk2 not starting?

I just got this, i paid 150 for it up the street, I need to know how to start it... I tried pedaling it down the street with the lever engaged to try to turn the engine over, maybe it doesnt have gas, idk. but is there a choke? or can someone give me step by step instructions as on how to actually start it? thanks!!

    Ask the guy you bought it from.

    Make sure there is gas.

    Finds the petcock (fuel valve) somewhere near the bottom of the fuel tank, and turn it on.

    Go to the carb, and look for a lever. It may or may not have an arrow indicating "on".

    Look for an "on-off" button or key and turn it on.

    Pedal.
