Is this illegal passing in Colorado?

I've seen this a few times.  The opposing side is 2 lanes wide and has a solid line.  My side is one lane wide and a dotted line.  I've been passed on the left by a car, but the opposing side had cars in the slow or right lane.  This seems extremely dangerous, as a car on the opposing lane can have a truck in front they cannot see around, and try to pass it, legally, and encounter the car in the opposite direction.

But I can't find a law that covers this, except it being dangerous (the law of common sense).

Standard three lane highway, same in any State.

You can cross into a lane with a dotted line.
You may not cross into a lane with a solid line.

If there is a solid and dotted lines, you can have the solid line on your side you may not, if you have the dotted line on your side you may.

On a 3 lane highway you drive on the right. You pass in the center lane.  Do not pass if someone in the opposing traffic is also wanting to pass.

As long as your side has dotted lines and the way it clear, it's legal to pass.  It could be seen as dangerous since there could be on coming traffic, and I wouldn't use to to pass unless I knew the lane was clear and it wouldn't take me long to pass.

Sounds legal. and seeing around a truck is not hard.. Any place where someone could not see. truck or no truck would not be marked as a legal pass.
