stolen identity by an estranged parent, how to fight it?

Question

When my bf was 14 and living in Japan with his mother, his estranged father stole his identity and used his social to open a comcast account (cable or internet) and never paid it. My bf found out at about 20 when he applied of a car loan and was told he had bad debt. He is now 23 and tried contacting comcast, they say its no longer in their hands. 

Question is, how does he file this and prove it?!? he didn't come to the US till he was 16 and wouldn't have even been old enough. This has completely messed up his credit!!!! I was to find out a clean way to fix and prove it. OK with throwing the dad in jail for all we care, he is a D bag

All he needs to do is to make a photocopy of his birth certificate and his social security card and send it to the credit reporting agencies to dispute the charges.  (He should black out all but the last four numbers on the card.

Even if he HAD opened the accounts, at 14 he was not old enough to be held responsible.  The credit reporting agencies will remove the bad debt from his account.  Frankly, I don't understand why he didn't do this three years ago - but he can certainly do so now.  All he needs to do is send a letter explaining what he is disputing and why he is disputing it, and stick the birth certificate and social in the envelope.  It will likely be off of his credit report for good within 30 to 60 days.

His father is not going to face any consequences for this.  Too much time has passed.
