Not totally sure what you are after, but here are the differences in the constructions:
1. Complex sentence. One dependent clause (Because...) and one independent clause (...the whole city...).
2. Compound sentence. Two independent clauses separated by a coordinating conjunction.
3. An absolute phrase (All the power...) and an independent clause.
