It is not Bukowski. If you compare it to a lot of photos of Bukowski's profile, you'll see how Charles has a shorter nose that is wider at the bottom, and his forehead slopes more steeply down to the eyebrows than in the alleged photo of Pynchon. The subject in the photo in question looks more like poet Gary Snyder.
