It is important that the forum isn't to colloquial, since I'm not a native speaker and would like to improve my English.

Well, the best one that I know of is Answerbank, which is a uniquely British polite and diverse site with lots of sub-menus. Look at the options on the left, it has a "chatter" section, and lots of others.
I use the crosswords section to check my answers for the Telegraph Toughie crossword.

It is a little more refined than this site, and the participants are usually a little more mature.
Social networking sites will normally not help you to speak English any better than you do now by the way.
