What are office accommodations?
I was reading about major shopping centres in the UK and they all seem to have some sort of accommodation for central administration offices.
Who lives in those offices? Does that mean that all people working at a shopping centre have accommodation provided right on-site? How important is this accommodation?

No one lives in office accommodation - it's just another meaning for office space, so that any office administration for the shopping centre itself, or sometimes the shops that are in it, can go on in the shopping centre, not elsewhere. (It would be handy for the shop workers if they did live on site - they'd have no travelling to do to get to work!!)
