It's not difficult. Since you seem to lack on the technical side of things, no offense, you should probably start with a hosted wordpress.com or blogger.com account. Most of it is just posting, once you get the blog looking the way you want. WordPress offers one click theme installation from within the control panel.

I run several blogs right now, using a variety of platforms. My favorite for quick and easy is WordPress. The software is free, but if you want to really run your own you'll need hosting and a domain. Expect it to cost about $10 for the domain, and maybe $5 per month for hosting.

Once you get the hang of things, you can move on to actually handling your own. In the long run, there are some advantages to running your own.... once you get comfortable with the technical side of things.

It really depends on what kind of blog you want.

If it's just a personal website then it's really not that hard, just set up a blogger or a tumblr.

If you don't mind about the appearance then it's even easier.

But, if you want a professional looking website it might take more time to run.

You can post anything you like just like a diary.

Since each post has an individual URL address.If you take care of making each post very focused on a specific topic and carefully choose the keywords that best describe your post (using them in the post title and post body), they will stand a very good chance of ranking well with the search engines.
