Perhaps it'll sound stupid - try to tell him what you feel. You can say, 'Look, I really love you and I want to spend my whole life with you. Do you feel the same way?' Or you can just show him how important he is. Maybe he's just insecure (you know, those bad relationships,) he doesn't want to make the same mistake again.
