How should I introduce myself to this boy?

I'm a 15 year old girl, and in this past week, a 15 year old boy moved in two doors down. I saw him a few times and he is really cute, and is just my type (my mom talked to him and found out he is a musician like me). My question is how do I get his attention, and introduce myself? I know that he has noticed me before because he sometimes comes out skateboards by my house when I'm outside. I would really like to get to know him, but I'm not sure how I should talk to him since he is normally whizzing around on his skateboard. Do you have any suggestions for what I can do, and what I could say to him? I would really like a boyfriend or some kind of relationship, but of course that would come after meeting him. Also, if he seems interested, how can I flirt with him? Any answers are much appreciated. Thanks xoxoxo
