If it's an action, is it a verb?

Hi there!

Might be stupid, but if there is an action that is not performed by person / me, is it a verb?

E. g.: "It rains.", "It snows." 

It is, right? Because "The wind blows.", "The cloud snows/rains"?

Yes. No matter who or what is performing, if the word is an action, it's a verb. :) In your example, the words "rains," "snows," and "blows" are all verbs.

a verb is always a verb. rain and snow are both verbs, no matter what. and i'm pretty sure all actions are verbs

Yes it's still a verb. Like personification. "The cat sang the blues." sang is still a verb.
