It's not actually greener... perhaps it's an optical illusion or just the fact that people and animals are greedy by nature and want what everyone else has. When something is far away or out of reach, we imagine it must be better than what we have because we can see what we have up close and know what flaws & limits it has. We crave the unknown.

Maybe because the neighbors take better care of their lawns

It isn't! It just looks more appealing from a distance but once you get to it you realise that it isn't.
