Recommendation for external flash - Canon T2i?
I'm aware of the speedlites that Canon has. However, I'm on a budget and I just need an external flash that would produce better photos indoors or rather, in low light situations. I'd like to use it for strobes as well. I honestly don't want to spend more than 400+ for a flash. I just need something to get me by for now and I'll move up from there.

Metz 58 AF-2 is a very well specced flash. It's also picked an award or two up.

The Nissin Di866 another good flash with a powerful GN60

Both are worth a look at and should be available for under 400. As they're third party items you tend to get a better spec when compared to the same price Canon model (although of course some would argue they'd only buy official gear). I have a Metz 48 AF-1 and I've had no problems with it at all.

A flash like the 430EXII is suitable for flash photography in small and medium size rooms. An alternative would be the newer Canon 320EX. It has slightly less power but again suitable for light duty jobs. If budget is not a concern, then the best speedlite is the EX580EXII If budget is a concern, look at the Nissin flashes. They are cheaper alternatives but be sure to read through the reviews comparing them to the Canon models. The 'equivalents' are Nissin Di866 for EX580II and the Nissin Di622 for the EX430II. The Nissin has E-TTL.

I recommend anything in the Canon line - reason? Then you know it's designed for your camera.
As a strobe you do understand you're going to need a remote trigger - that equipment will cost you extra.
