car registration and taxes in CA?

Our daughter will move to California. She now has a car which is registered under my name in NJ. I understand CA law requires her to register the car under her name, i.e. not possible to keep it under my name. (I am not a CA resident.)

Apparently, CA law stipulates that she must "buy" the car from me, and then pay the CA sales tax based on the present day worth of the car. Since we paid the NJ sales tax in 2009, we are miffed that she cannot simply pay the difference of the NJ and CA taxes (as would be possible if she had owned the car).

Any solutions?

Update:

Problem: CA law requires that she has owned the car for ONE full year, before she can re-register the car in CA.

    as the seller, you are allowed to name your price. even GIVE the car away as a gift if you want too.

    as the seller, there are places on the back of the title that things like sale price, or if a gift, should be put.

    there would still be registering fees, but you shouldnt have to pay sales taxes.

    but, consider if moving with the vehicle is the best option to begin with.

    driving it all the way across country is usually cheaper then shipping it, with gas prices today, that isnt cheap either. plane ticket and be in cali in 6 hours tops is cheaper then the gas and motels to drive here.

    sale that car and use the money to replace it when she gets here (to cali).

    this will also make dealing with smog and registration easier, as cali has stricter emissions laws then teh other 49 states, cali cars are actually different cars.

    plus, most of cali doesnt see much if any snow and therefore doesnt see salt on the roads and has less rust issues, expect for on the coast.

    cali is an excellent place to look for older classic cars. i have a buddy from chicago who buys muscle car era vehicles here in cali and drives them to chicago to sell them, gets premium prices for the clean, straight AND rust free bodies.

    "Sell" it to her in NJ while she is still living there. Have her register it in her name in NJ and get an NJ title in her name, before she moves. If she is merely reregistering a car that was already registered in her name in another state before she became a resident of CA (that part is critical), then it should be as though she owned the car -- because she did.
