Why she is never allowed to come in?
My sister has a neighbor from India. And every time she passes by, the wife or children NEVER allowes her to come in. Why not? I'm sure that has cultural reasons. By the way, we are living in Denmark!
She knows the neighbors. The children go to school together. Here it is normal to ask the neighbor to come in, even if the neighbors just want to say something! You don't have to invite, but you should do it!

Not sure about that but when I lived in Africa, where lots of Indians live I asked a similar thing of an Indian friend who said, some Indians refuse hospitality or favours from none Indians because they fear they have to reciprocate, not because they're mean, quite the opposite in fact. It's just their way I suppose. suzyque

Does she know the neighbor ? I would not allow just anyone to come into my home, kind of normal.

Indian traditions and cultural practices can be very strict for relating with others. There could be several reasons, but you do not need to take any offense, it is just there belief system.

they might be from a very conservative caste which might prohibit them from doing so or they might just not trust anyone around them fearing a harm or threat due to past bitter experiences.
