Can my brother get a tourist visa (or ESTA) from UK?
We're thinking of a family holiday to Florida next year, but my brother has a DUI conviction from about 2 year ago. First of all, would he be able to get a tourist visa or ESTA and if successful with this, would he be able to drive a hire car once there?
I have had a look on the USA visa site and can't get the answer I need there. All it states is that the applicant must have good moral standing.

I have DUI(Drink Driving) convictions in the UK.
You cannot enter the USA on the ESTA or Visa Waiver method if you have any arrests or convictions-for anything.http://london.usembassy.gov/vwp3.html
The easiest and sureist way to get into the USA is to apply for a Visa.
You obtain a memorandum of conviction from the courts and apply.
I had no trouble getting a visa or entering the USA,when there I easily hired cars.

In theory, yes he can get an ESTA. Check out the link from the Government website. As for driving a car, assuming he is allowed to drive in the UK, you would need to check out the terms and conditions of the car hire company you would be going with.
