I think that you are very right. Moat seems to be a very clever bloke as he has the police running round like headless chickens. I don't actually believe that he is or was anywhere near Rothbury despite them finding a tent with the new letter in it. That has to be a plant and that would explain the 2 accomplices still being around the area the day after the car was first spotted, they set the whole tent episode up to divert the police and take the urine out of them. He wont be camping out, some idiot will be hiding him probably right under the police's noses.
