I've just got back from a week away and was quite shocked at the number of school age children who were there - obviously on holiday with parents, even though it's the middle of the school Summer Term (in England). Do people really value education so little or is it just that holidays during the official school breaks are too expensive?

Were all the kids British?  It is summer vacation time here in the US and probably in other countries, so families travel then.  

However, I agree with you that if you are traveling during school term, you are not learning.  Here, that as looked at as unexcused absence.

It depends on several factors :
a) the age of the children- the YEAR of school they are in.  If my children are in higher years, I wouldnt make them miss part of a term for a holiday.
b) whether the holiday could be postponed or not. It sometimes happens that the rest of the family is able to take an off from work only at that time, and the leave cannot be postponed, but the kids have school.  So in such a situation, I may give a skip to the kids keeping the term.
c)the length of the holiday...if its a brief one, its fine..the kids too will have a change of environment and may do them some good too.
d) as long as the children dont have any major lesson/test/exam during the holiday period.  
e) as long as the children are able to catch up quickly/ cooperate with extra study for the portion they have missed.
