I think my neighbors aren't looking after their dog.?
The dog is constantly whining and howling, it sounds so un-happy. It never leaves the backyard, doesnt go inside ever. The whining and howling sometimes sounds as if when you step on a dogs tale or foot it will give a yelp that it hurt. What can I do?
I live in australia so would the RSPCA do anything about this if I called them?

I had a problem with a neighbor once who had a bulldog that stayed tied to a tree all day long. I called for help. Some people are simply not meant to be dog owners. A dog needs love and proper care which they are obviously not giving him. My advice is to call someone. If they don't take the dog, they will at least give the owners a scare and they might wake up and take better care for him. For the dog's sake, call someone.
