I think my neighbors aren't looking after their dog.?
The dog is constantly whining and howling, it sounds so un-happy. It never leaves the backyard, doesnt go inside ever. The whining and howling sometimes sounds as if when you step on a dogs tale or foot it will give a yelp that it hurt. What can I do?
I live in australia so would the RSPCA do anything about this if I called them?

Give them a call. The RSPCA will at the very least, go over to your neighbour's house to make sure the dog has food, water and shelter and that it's a fairly safe environment. Believe it or not,dogs are not required to live in the house, so if the owners want to leave the dog outside, it's perfectly ok as long as it's being well taken care of. And if you call the RSPCA, they'll make sure it is or they'll take it away to find a better home, and the owners will get fined.
