Collectors keep calling me but they have the wrong person. They won't believe me and just keep on calling.?
I just bought a house and the people who lived in it before me have the same last name as I do. The neighbors tell me that they were shady characters and were breaking the law all the time. They were even growing pot in the garage. Now these people keep calling my house looking for people with the same last as I have but they are not in my family. Lately it has been recorded messages that don't allow you to talk to anyone and ask them who they are or tell them that nobody by that name lives here. But they say that they have a message for the person that they think is living here. Who do you go to to complain about this since just changing you phone number doesn't work. They just go by a reverse directory that takes the address and then gives the phone number. Then it starts all over again. And its also a big hassle to have to change your phone number. I'm pretty sure that this is against the law but since most of the calls are recorded messages, you can't even find out who it is that keeps calling.

Sounds like a good haressment suit starting.
If you have absolutely no idea who these people are, you need to contact your phone provider. They need to either block these calls or they need to furnish you with the number these people keep calling you from.
After you establish with them through giving them notice that the previous people aren't living there and not part of your family (after all, it is pretty strange of a coincidence that you happen to have the same last name) then they will be required to at least acknowledge that they have been informed.
If the calls keep up after that, you can keep track of how often they call you and threaten a haressment law suit against thier company.
I would have suggested the no call list, but although it was a nice idea, it didn't seem to work out at all

Ask for the name of the creditor, the account number and their address then write a letter (copy and paste this text but change the phone number and account number)
In re: Account Number xxx
This letter is to advise you that pursuant to Section 805(c) of the Fair Debt Collection Practices Act, the consumer wishes the debt collector to cease further communication with the consumer by phone calls to (000) 000-0000 effectively immediately and communicate only by mail.
If you have access to a fax machine, get their fax number and fax it to them. The calls will cease immediately because they will be subject to fines for continuing. Since you are not the debtor, if a process server comes around you can tell them the real debtor is long gone. You are not authorized to accept service for them.
