Shouldn't 'the people' who pay the taxes be allowed a say in how the government spends those tax dollars?

yes and the ONLY people that should have any say at all on how the military conducts operations should be the military itself...but thats just not going to happen

You do have a say. It's called an election. You can vote for the candidate of your choice who supports your views. You can also write to those elected officials, call their offices, attend public meetings and speak, organize at the grassroots level, and petition the government for redress of grievances.
We live in a Republic. That's a form of government where we elect people to do the work of running the government. For a democratic republic to really work it requires an informed, active electorate. So, get out there, educate yourself on the issues important to you, and contact your elected representatives.

Oh, yeah, I didn't want my money spent on two wars for oil profits and no bid military contracts. I didn't want tax cuts for billionaires that the country had to go into debt to give or bailouts for the banksters but I didn't get a choice. Bush thought he was King George.
Taxes spent to build infrastructure and dig us out of the Second Great Republican Depression works for me.

The US is not a democracy but rather a republic form of government. We (all of us) elect people to represent us in Congress, at the state level, etc. It's gotten out of hand, of course, but that's how the system was set up.

Yeah that is why you vote. Also buying from particular companies is a good way to cast a "vote", just make sure they are in line with your beliefs.
