I mailed my Father a cashiers check one week ago. He has yet to receive it. The bank says it will take 90?

Question

Days to refund my money.  Some kind of Federal Reg.  Are they being honest with me?

The check has not been cashed yet, it only takes 1-2 days for us to exchange mail.

Yes, this is normal.  (I don't know if there is a reg, but every bank follows this policy.)  This is because a cashier's check is almost like money and it may have been deposited and be delayed in the bank clearing system.  They have only your word that he hasn't received it.  It could be a scam.  Next time send it registered mail.  Or, better yet, just send a personal check.  Cashier's checks are for irrevocable transactions between strangers, like real estate closings.
