Like in litigation, control the image of the opposition.  Display the need to join a gang as a weak childish inability to handle life on one's own.  Show that gangs are simply violent emotional support groups.  On the other hand pull examples of adolescent role models past, like Superman and Batman.  Find evidence to show that adolescents that saw the value of standing on one's own to do what is right were brave and became successful.

You won't win against children by showing any fear of gangs or by warning against the consequences, but you may win with pity and reticule.
