Is God the ultimate 'big boy'?

For some Insurance companies do that exact thing in their Act of God clause. For some it may be the case but the inference that God is the default answer when we can't come up with anything better is somewhat intellectually unsatisfying for me. If I am to say it was God there must be some factual basis for it even if it is only personal experience which I cannot prove to others or at least a mathematical probability based on facts and assumptions.
