Unemployed does not = lazy. Most who are unemployed have been working and for whatever reason (company closing, company not having enough business to keep everyone working, company moving, weather, etc) they no longer have jobs. Notice that most of these things are out of control of the person who no longer has a job. If you have looked for work lately or read or heard the news you know that jobs are hard to come by right now and that a job search can be a full time occupation in itself. Additionally there are federal and state programs that encourage people who are out of work to train for more skilled or more technical jobs apparently thinking that these will be more lasting jobs.
Many unemployed people do volunteer to do things to help the community. Probably not the ones you mentioned since hospital work requires specific training and operation or a street sweeper requires a commercial drivers license. They are more likely to volunteer at a food pantry, help at a library, volunteer at their child's school, read to the elderly in nursing homes, help with community gardens etc. Others might volunteer if they had transportation to get to the place to volunteer but gas prices are high and in general public transportation is not free. In many families one parent is working and the one who isn't provides the child care which saves that expense.

Because they are way too lazy, or they have prior responsibilites. And I'm pretty sure that people won't sweep roads, help out in hospitals and become good citizens without being payed for it.
Don't get me wrong I strongly think that citizens that do not have any prior arrangements should get into the community and serve justice, and in general give out a helping hand to people who need it. But society tends to see otherwise.

why don't u sweep the roads if u are unemployed, put yourself in other people situations.

because either they are lazy or are trying to get a job and dont have time.

if it doesnt pay, why should they? you expect to be paid for your work, why should they have to work for free?
