How do you make a moving picture?

If you mean a simple file image that moves like this one http://s400.photobucket.com/albums/pp88/mike1942f/... made with two images, you have to capture the frames and convert them to GIF format. Then go to an animation program online or an accessory to image processing like Paint Shop Pro includes. The program assembles the multiple GIF into a single moving image which can be play once or loop and at selected rate and the moving image can be saved as a file that can be viewed in any browser.

Isn't the video... already... a moving picture?

Edit: Ah.. if you'd have asked about an animated GIF in the 1st place, we wouldn't have had this problem. Moving picture = Animated GIF.
