You just need to get out there. Are there any gay bars around you or do any places do gay nights? You're underage, but if you can get in, you don't have to drink.
But, at your age, lots of people find it hard to meet a partner. In a few years your world will open up so much and you will meet so many new people from all walks of life and you should have no problems meeting a guy!
