someone parked at an angle next to/behind my car... can I have them towed?

I'm parked in my personal carport and they're in a visitor spot but making it extremely hard for me to back out and blocking my spot behind me. Can I have them towed?

    You may not have the direct authority, but whoever maintains the parking area (sounds like an apartment or condo) does have the authority to request the car be towed.

    That said, a note on the back of the car might be easier.

    Yes, but by the time the tow truck came out they'd probably be gone. Why not just try to search out whose car it is?
